Our April meeting will provide details of the Energy Efficiency and Conservation Program (EE&C Program) or Act 129, Phase 3 which will be implemented in June 2016. This act identifies the carbon emission benefits associated with the megawatt-hour (MWh) reductions of electricity consumption described in Act 129 of 2008 and the ensuing implementation orders from the PA Public Utility Commission (PUC). The Electric Distribution Companies (EDCs) with greater than 100,000 customers have participated under PUC approved plans under the first two phases, which entail energy reductions across their customer base through implementation of energy efficiency projects, of which each EDC will provide incentives (both prescribed and customized) to implement the projects.
Act 129 does not specify how these reductions are to be achieved. Responses will be market-driven and are better identified in the implementation plans provided by the EDCs to the PUC. Actual savings will likely vary widely throughout the EDC territories, within the various rate classes.
The focus of the meeting will be on the Commercial and Industrial customer base. We will have presentations from PECO and PPL, two of the largest and closest to our association members, on their respective Act 129 Phase 3 programs, as well as a customer presentation from one of the largest institutional customers in Philadelphia, Thomas Jefferson University, to show how they have taken advantage of these incentives during the first two phases of the program.
Speaker Bios:
Mike O’Leary – Manager, Energy Efficiency Programs, PECO
Mike has 30 years experience in the consulting engineering, energy services and public utility industries. Prior to Joining PECO, Mike worked for 8 years as a heating, ventilating and air conditioning (HVAC) designer and project manager for two major consulting engineering firms; and for 3 years as an engineering supervisor in the energy performance contracting field. Mike has worked for the past 19 years for PECO, where he has held the positions of Applications Engineer, Sr. Account Executive, Sr. Engineer and most recently Manager, Energy Efficient Programs.
In his current role, Mike is responsible for the management PECO’s commercial, industrial, governmental, institutional and non-profit sector Act 129 Phase II energy efficiency programs. Mike and his team are currently developing PECO’s Act 129 Phase III energy efficiency programs for the commercial, industrial, governmental, institutional and non-profit sectors, which are expected to launch in mid-2016.
In addition, Mike is responsible for the management of PECO’s compressed natural gas (CNG) vehicle initiative.
Mike earned Bachelors and Masters degrees in mechanical engineering from Manhattan College, Bronx, NY and an MBA from West Chester University (PA). Mike was named Energy Manager of the Year for 2014 by the Greater Philadelphia chapter of the Association of Energy Engineers (GPAEE). Mike also earned the Certified Energy Manager (CEM) designation through the (AEE).
John Kucher (PP&L) – PP&L’s Act 129 Phase III Program
John Kucher is the Customer Programs Specialist Supervisor for PPL Electric Utilities’ non-residential ACT 129 programs. His team is responsible for the planning, design and implementation of programs for the Commercial, Industrial, Government and Non-Profit sectors. PPL Electric Utilities will launch their Phase 3 programs on June 1st.
Randy Haines - Energy Manager, Thomas Jefferson University
Mr. Haines has thirty nine (39) years’ experience in project, maintenance and facilities management. The first seventeen (17) years of experience were in the metal working industry before moving to Thomas Jefferson University, an urban teaching hospital in center city Philadelphia. In 1997, Randy was promoted to a newly created position of Energy Manager for the Jefferson Health System, an alliance of hospitals and research buildings in the Philadelphia region covering more than 10 million square feet and 32,000 employees.
Between 2001 and 2015, Randy oversaw the installation of $38.3 million worth of energy efficient equipment to the campus with no capital outlay. This work and the negotiation of energy contracts as well as all other initiatives have saved Jefferson more than $123 million and 18,400 tons of carbon in the last 19 years.
A University of Pittsburgh Industrial Engineer graduate, Randy has worked at Eaton Corporation, Mitchell Industries, Delaval Condenser Division and Thomas Jefferson University. He is past President of the Greater Philadelphia Chapter of the Association of Energy Engineers (AEE), past President of the Trenton – Princeton Chapter of the Association for Facilities Engineering and a member of ASHRAE and the Hospital Engineers.
He has made numerous presentations at the AEE international and regional conferences. Randy was awarded the International Energy Manager of the Year for 2004 from the Association of Energy Engineers. In January of 2007, Randy wrote a chapter in the book, Web Based Enterprise Energy and Building Automation Systems. In November of 2009, he was inducted into the AEE Energy Managers Hall of Fame and in 2014 was elected the President of the International AEE. He can be reached at: [email protected].
